Look, I may not be General Henry M. Robert but I do know that if rules require you to take steps A, B and C before you get to step D, you have to do it, especially when it comes to spending taxpayers money...
Unless you are one of the highly paid MORONS in the Texas Legislature. It seems that in their final-exam-like cramming session this past weekend, they managed to get a conference committee report (that’s the final compromised bill that gets voted on in both houses) out of a conference committee that never was.

You’ll note that on May 27, at 10:06 PM a conference committee report was printed. That’s not abnormal. What is really abnormal (criminal?) is that the report was printed before the House had any conferees on the damned committee. That didn’t happen until the 28th. Questions were raised by the San Antonio Express News, but that didn’t stop the morons from both houses passing the bill. But why the fuss? It’s only a quarter million dollars of taxpayer money.
